POSITION:  Senior Manager, Property Management and Contracts (Exempt)

SALARY:  $92,594.00 - $146,180.00 Annually

GENERAL INFORMATION:

The Port of Portland is a gateway to the globe, we operate multiple airports, marine terminals and business parks that connect people and passengers, drive equitable economic growth and improve our region's quality of life.

To increase shared prosperity for the communities the Port operates within, this role will manage a portfolio of the Port's real estate including airside, marine and industrial properties. Understanding multiple perspectives, being adaptable to change, bringing your own creativity and an ability to see the big picture, to generate, preserve and increase revenue will be essential for this job. You will have the responsibility of monitoring the physical and financial condition of each property, identifying and establishing cost saving measures for operation of assets, while maintaining strong relationships with tenants, internal stakeholders and community stakeholders.

SUMMARY OF ESSENTIAL RESPONSIBILITIES:

  • Work collaboratively with management team to establish priorities and develop and implement policies and procedures to ensure operations and projects are accomplished effectively.
  • Lead a team to ensure that agreements relating to Port owned assets, are appropriately approved through the Port’s Revenue Contract Making process
  • Cogently present real estate transactions to executives and commissioners. Implement and maintain strategic property management plans, including developing performance metrics, for each asset that identify the most cost-effective means of operating the asset.  
  • Develop and utilize financial reports to assess the performance of each asset.
  • Negotiate and interpret complex leases and agreements, contracts, permits and other real estate related agreements.
  • Develop, implement and maintain staffing plans and procedures to ensure that skills and interests of team members are best aligned with work responsibilities.
  • Perform all supervisory functions regarding the team, including allocation of workload.
  • Ensure that processes and procedures used by the group are efficient and meaningful.
  • Identify and implement business process improvements to increase efficiencies and effectiveness in order to increase shared prosperity, generate revenue, and control cost. 
  • Collaborate with internal stakeholders, including the Legal department, to streamline document production and review. 
  • Directs medium to large projects which requires the coordination and leadership of internal and/or external resources.
  • Along with other senior leaders of the Business Development and Properties team, create and implement equity and shared prosperity goals. Once created, operationalize the goals throughout the work of the team. Efforts are guided by the Port’s three non-negotiable tenets:
  • Maximize benefits to Black, Indigenous, persons of color, low-income communities and persons with disabilities
  • Identify new opportunities for engagement with our community
  • Create a financially sustainable path for the Port

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in business, public administration, contract law, real estate, aviation (5) years experience, including commercial real estate and/or property management, (3) years’ mid-level management experience OR any combination of education and experience that demonstrates the ability to perform the job duties is required
  • Real estate license or equivalent training is desirable
  • Advanced knowledge of the full range of real estate principles and practices while advancing shared prosperity – including property management, commercial, industrial and/or retail development and management
  • In-depth understanding of diversity, equity and inclusion, contract language and its ramifications to related policies and procedures
  • Real estate practices and public organization requirements on the federal, state, and local levels
  • Advanced contract administration including navigating the complexities associated with contracts requiring consultation with other involved/impacted departments and the larger business context

Skilled at:

  • Hire, train, motivate and retain staff capable of carrying out the responsibilities of the work group
  • Negotiating and interpreting lease agreements, lease renewals and amendments including determination of the best negotiating positions
  • Inputting and retrieving data from agreements into/from various database systems, highly skilled with word processing, spreadsheet applications and contract management systems.
