The Prince George’s County Planning Department of The Maryland-National Capital Park & Planning Commission is seeking an innovative, experienced, and highly-motivated Planner III to join our team in working to help shape the future of one of the nation’s largest, most diverse counties.

This position provides the following opportunities to:

  • Lead the development of a variety of land use master plans for urban, suburban and rural areas.
  • Work with all levels of government: municipal, county, state, regional, and federal, on planning and implementation.
Job Description
The selected candidate will lead interdisciplinary teams, including staff, consultants, and agency partners, in the development of comprehensive master and sector plans, planning studies, and comprehensive zoning map amendments. This work involves managing community outreach and engagement, interagency coordination, and communication of complex and sensitive information to multiple audiences to complete assigned duties. 

 

Examples of Important Duties

 

  • Leads the development and approval of master and sector plans that meet the County’s goals and objectives, manages contracts for professional services and the legislative approval process.
  • Communicates effectively with an array of stakeholders, meets deadlines and maintains product quality while managing multiple assignments.
  • Provides strategic leadership for the project teams and mentors project team members. 
  • Reviews and analyzes development proposals for sector and master plan compliance and community impacts through written reports and oral testimony at public hearings.
  • Leads and/or participates in plan implementation activities.
  • Makes presentations to many different audiences including large public meetings, the County Council, the Planning Board, community groups, interagency working groups, and other stakeholders. 

 

Minimum Qualifications

 

  1. Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field. 
  2. Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
  3. An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  4. Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations.  Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

 

Supplemental Information

Class/Specification:  Planner III

Preferred Qualifications: 

  • Membership in the American Institute of Certified Planners. 
  • Experience working in diverse communities. 
  • A working understanding of real estate market dynamics, land use planning, zoning, urban design, and TOD standard methodologies.
  • Ability to work with all levels of government and established communities in a diverse, innovative planning environment.
  • Knowledge of ArcGIS software, Scenario Planning tools such as ESRI and CommunityViz
  • Proficiency in Microsoft Office and Adobe Creative Suite, especially Photoshop and Illustrator. 
  • Experience developing requests for proposals, procuring consultant services, and managing consultants and consultant contracts.
  • Multilingual verbal and writing skills a plus (Spanish desired)

The Prince George’s County Planning Department is currently located in historic Upper Marlboro, Maryland. Free onsite parking is available for employees. The M-NCPPC offers a competitive salary range of $65,328 to $113,846 at the Planner III level with an excellent benefits package including generous leave, extensive health coverage, deferred compensation plan, employer's retirement plan, and work-life programs. Salary is commensurate with education and experience.
