MOHCD PRESERVATION

The Director of Preservation (the “Director”) will lead the strategy, policies, and practices related to MOHCD’s preservation and bond programs.  Reporting to the Deputy for Housing, the Director will collaborate closely the senior management team, other MOHCD managers and external partners.  

 

The Preservation team is responsible for deploying MOHCD funding to proactively preserve San Francisco’s existing multifamily housing stock and managing the housing division’s multifamily financing programs.  Three key focus areas include: 1) Preserving MOHCD’s existing portfolio of affordable housing assets, 2) Acquiring and preserving at-risk multifamily buildings, and 3) Bond Program management.  MOHCD’s preservation programs prevent displacement of City residents, ensure facilities are safe and habitable for our tenants, fund critical and long-term capital needs, and extend expiring and out-of-date use-restrictions.  The Bond Program is the principal funding source for the City’s affordable housing programs.

 

Direct reports include:

    • Senior Project Manager – Acquisition Program Manager
    • Senior Project Manager – Bond Program Manager
    • Two Multifamily Lending Project Managers 

 

POSITION DESCRIPTION 

The Director is a new position responsible for leading MOHCD’s Preservation team.  Key responsibilities include, but are not limited to:

  • Partner with the leadership team and key stakeholders to establish goals and create and manage housing finance programs that contribute to MOHCD’s impact.
  • Maintain a strong working knowledge of MOHCD, affordable housing finance programs, economic trends, industry best practices and policies.
  • Develop, supervise, plan, direct and coordinate workload and assignments for a diverse team.
  • Cultivate a positive and inclusive work environment and develop tools to measure team performance and outcomes with respect to organizational goals. 
  • Represent MOHCD before interagency committees, City boards and commissions, other organizations, and key stakeholders. 

 

The Director will lead a team of four staff members that engage in complex transactional, policy, and strategic planning activities in three principal areas:

  1. Preserving MOHCD’s Existing Portfolio

MOHCD’s affordable housing portfolio includes approximately 25,000 units across 400 buildings.  The portfolio has grown significantly in size, complexity, age and need over time.  At the same time, the resources available for preservation are significantly limited by the prioritization of new construction over preservation.  The Director will be responsible to:

    • Deploy, and manage preservation funding sources, funding programs, preservation policies and practices.  
    • Develop and implement portfolio recapitalization plans with existing MOHCD partners
    • Provide technical assistance and support capacity building for MOHCD’s partners, especially BIPOC-led and BIPOC-serving organizations.
    • Collaborate interdepartmentally to identify and execute on preservation opportunities, support workouts, and cash out portfolio transactions. 
    • Manage a pipeline of complex real estate transactions and distinct portfolios including, but not limited to recapitalizations, loan restructuring, 4% and 9% syndications, scattered sites, Limited Equity Cooperatives, HUD-assisted, RAD, Faircloth to RAD, and other State and local preservation programs.
