Salary Range: $88,248.00 to $141,131.00

GENERAL DESCRIPTION OF POSITION:

The Director of Facilities and Engineering manages the engineering, plant operations, capital projects, and building maintenance of the Baltimore Convention Center. This position participates with other departments outside agencies, revenue generating partners and internal partners in the performance of work, to ensure that all organizational goals are met in an efficient and professional manner. This position is considered a senior management position and provides highly responsible and complex professional assistance to the Executive Director and Deputy Director.

 

The work of this class oversees, directs, and participates in all activities of the Facilities and Engineering Department, including planning, development, and administration of departmental policies, procedures, and services. This class works in conjunction with various departments and aids the Deputy Director in a variety of administrative, coordinative, analytical, and liaison responsibilities. Successful performance of the work requires knowledge and ability to develop, oversee, and implement projects and programs in a variety of areas that ensure the effective, efficient, and proactive management of the physical infrastructure and associated team members.

 

DISTINGUISHING FEATURES OF THE WORK:

 

This position requires a broad-band knowledge and ability to work cooperatively within the Convention Center as well as City Officials. This position must be available after hours including evening, weekend, and holiday hours, outside of the traditional business hours.  The employee will be required to travel to conventions and meetings in the industry representing the Baltimore Convention Center and the City of Baltimore.

 

This is an exempt, essential position and reports directly to the Deputy Director. The Assistant Director of Facilities & Engineering reports directly to this position.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 Senior Leadership

  • Provides leadership, direction and supervision for the Center’s Facilities & Engineering Department including but not limited to scheduling, training, developing and mentoring to insure the timely and effective execution of specific event and routine building needs.
  • Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of change.
  • Participates regularly in senior staff meetings and contributes to the overall vision, goals, and priorities of the Center.
  • Collaborates and communicates with other departments, staff, and community agencies to develop and implement effective facilities planning and management programs.
  • Ensures that the Center’s Diversity, Equity, and Inclusion (DEI) goals are met and advanced both organizationally as well as within the Facilities & Engineering Department.
  • Establishes and maintains relationships with industry leaders and key strategic partners including active membership in industry associations.
  • Hires, trains, evaluates, and disciplines all employees in the department in accordance to the Convention Center’s employment policies and procedures.
  • Enforces all Center and City policies and procedures and works with the DHR when disciplinary action, including termination of employees as necessary.
  • Administers all Facilities & Engineering related policies, rules, and procedures, and directs subordinates in carrying out day-to-day related duties.
  • Coordinates and manages relationships with Revenue Generating Partners, which includes ensuring that daily operational standards are met and assisting with the writing of contract RFP’s.
  • Provide leadership, supervision, and training to the facility managers to include time management, programming, facility technical competencies (HVAC, mechanical, plumbing, carpentry, electrical, and general contracting), project management, employee relations and team building.
  • Participates in client pre and post conference meetings as required.
  • Participates in educational meetings and client promotional events as required.
  • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned by the Deputy Director.
  • Performs other duties as assigned by the Deputy Director and may be required to act in place of the Deputy Director.

 

Operations

  • Oversees all operations related to the maintenance, upkeep, and operation of HVAC, chillers, hot water pumps, water towers, power, air handler units and all other operations related to the facility.
  • Manages the planning, development, and work of the onsite carpenter and paint shop, fleet (such as forklifts, utility carts, vehicles, etc.) landscaping, snow removal, and other internally managed maintenance programs, while also working with external partners and companies to complete larger projects.
  • Develops short-term and long-term plans for purchasing of equipment and is responsible for components of purchasing process including gathering quotes, writing RFP specifications, etc.
  • Manages the department’s annual budget, monitors, and approves expenditures and implements adjustments as necessary related to funds needed for staffing, equipment, materials and supplies.
  • Develops, implements, and monitors standards and procedures, including design standards, energy efficiency and sustainability goals and requirements for facility planning and capital and renovation projects, cost and schedule controls and plan reviews.
  • Monitors the work of architects, engineers, inspectors, and other contractors on capital projects.
  • Works in conjunction with the Maryland Stadium Authority (MSA), Department of General Services (DGS), DGS Energy Division, Office of Sustainability, Law Department, and other external partners for various projects, including the management of various capital projects.
  • Oversees contracts and daily relationship/project management with onsite partners such as Honeywell (fire & life safety), Constellation (energy performance contracts, oversight, and analysis of energy conservation), and Schindler (elevators/escalators).
  • Conducts a variety of analytical and operational studies regarding departmental and programmatic activities; prepares comprehensive technical records and reports, identifies alternatives, and makes/justifies recommendations.
  • Assumes management responsibility for Facilities Planning and Management programs services, and activities, including project planning, building, utility and infrastructure design and construction, maintenance, and operations of buildings.
  • Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes.
  • Performs other related duties as assigned.

 

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive management level experience in facility operations, plant management, engineering, and capital project implementation.
  • Ability to provide administrative and professional leadership and direction for the department and the Center.
  • Knowledge in preparing and administering large and complex budgets while allocating limited resources in a cost-effective manner.
  • Ability to interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations.
  • Ability to plan, organize, control, and direct Center operations and activities involved in the planning, design, inspection, construction, renovation, maintenance, and repair of buildings, facilities, grounds, and equipment.
  • Ability to plan, organize, direct, and coordinate the work of management, supervisory, professional, and technical personnel, delegate authority and responsibility.
  • Ability to research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Ability to prepare clear and concise reports, correspondence, policies, procedures, and other written material.
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
  • Review situations accurately and determine appropriate course of action using judgment according to established policies and procedures.
  • Learn and apply emerging technologies and, as necessary, to perform duties in an efficient, organized, and timely manner.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Knowledge of all Federal, State, and Local laws and regulations related to the daily operations of the Convention Center
  • Knowledge of computerized building, HVAC, and other related systems
  • Ability to use problem solving techniques to resolve interpersonal and operational problems.
  • Possess strong administrative, communication and management skills.
  • Must be a well-organized individual who is a team player and can relate to people at all levels of an organization.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Education

  • A Bachelor’s degree in a related field from an accredited college or university; experience could be considered in place of educational requirements.

 

Experience

  • 7 Years in facility management, engineering, management of business operations with 5 years of management experience.
  • Experience with working with unions as well as understanding and applying practices under the use of MOUs.

 

PREFERRED EXPERIENCE AND CERTIFICATIONS:

  • Certified Facility Manager (CFM)
  • OSHA Safety & Health Certificate
  • Experience and involvement with organizations such as IAVM, IFMA, BOMA, etc.
  • Experience in and/or detailed knowledge of the convention, meetings, public events or festivals, exhibition, and/or trade show industry.
  • Experience with working with unions as well as understanding and applying practices under the use of MOUs.

 

REQUIRED LICENSES, REGISTRATIONS, AND CERTIFICATES:      

  • CPR; AED; First Aid Certified or the ability to be certified upon hiring.
  • Be able to apply for and maintain a Baltimore City Driver’s Permit
