Development Project Manager (DPM)

SouthWorks Project – Ithaca, NY


ROLE OVERVIEW
Lead the development / construction phases for the Chainway, Hills, and Woods Projects and ensure work is completed in accordance with design, budget, and schedule, with minimal assistance from the Developer.

GENERAL OVERVIEW
The DPM must be capable of handling multiple project matters simultaneously, will represent ownership at various business / social functions and will interface with the primary developer (SHIFT Capital) as well as the other project partners (L Enterprises, US Ceiling and Xylem Projects). The successful candidate will report to Gregg DiFabio, Partner and President of Development & Construction at SHIFT Capital.

SPECIFIC RESPONSIBILITIES
Pre-Construction Development Responsibilities

  • Liaison with City of Ithaca, Town of Ithaca, and other governmental officials, including organizing and attending meetings as required.
  • Assists in the coordination of zoning matters with appropriate consultants, legal and governmental bodies.
  • Responsible for the coordination of land surveys, easements, etc. and works with surveyors, engineers, etc.
  • Assists in the interviewing and selection of design consultants as needed. Prepares / solicits bids and related contracts.
  • Coordinates environmental reviews and remediation efforts including following the Site Management Plan.
  • Monitors and coordinates the work effort of the architects, engineers, and consultants to ensure their scope of work is in conformance with the project budget, schedule, and development guidelines.
  • Coordinates as needed with Shift’s financial department.
  • Assists as needed with grant and tax abatement work.
  • Meet with potential building tenants.
  • Helps generate and tracks the project development budget and schedule.
  • For all the above items, follows through with all pertinent parties to ensure the budget and schedule needs are met.

Construction Responsibilities

  • Acts as the owner’s representative during the construction and construction close-out phases.
  • Interviews and selects general contractors and other similar third-party construction vendors as needed. Prepares / solicits bids and related contracts.
  • Monitors and coordinates the work effort of the architects, engineers, and consultants to ensure their scope of work is in conformance with the project budget, schedule, and development guidelines.
  • Monitors construction activity and schedule. Visits project site as appropriate.
  • Prepares monthly progress reports, with assistance from the general contractor, which includes status of construction, permits, RFIs, submittals, diversity inclusion goals, cost variances, unresolved items, City / Town issues, any critical issues, etc.
  • Reviews all project reports issued by the developer. Able to analyze construction/development costs and understand the impact.
  • Monitors project closeout process including contract closeouts, punch list, warranty, and final payments.
  • Helps generate, with assistance from the general contractor and Shift’s accounting department, the monthly draw.
  • Aware of the sales, marketing, and grant activities and understands how these late to the budget and schedule.
  • Tracks the project development budget.
  • For all of the above items, follows through with all pertinent parties to ensure the budget and schedule needs are met.

General Office Administration Responsibilities

  • Works with Project Coordinator on all facets of the project.
  • Maintains all project documentation, including the A/E plans, civil drawings, environmental reports, permits, etc.
  • Coordinates, schedules, and attends design / development / construction / miscellaneous meetings.

Key Skills and Expertise

  • Minimum 7 years of development and construction experience on commercial, retail, residential and land development projects.
  • Excellent computer skills
  • Solid understanding of environmental remediation procedures and permit application process.
  • Familiarity with the workings of City Hall and Town Hall, knowledge of how to work with Planning Departments, Building Department, and other appropriate City and Town departments.
  • College degree, preferably related to real estate or construction.
  • Basic familiarity with financial terminology.
  • Good organization, verbal / written communication, and administration skills
  • Ability to perform under pressure.
  • Able to work with people at all levels.
  • Ability to prioritize work assignments and adapt to changing priorities.
  • Preference given to candidates residing in Ithaca and close surrounding areas.
  • Professional attitude, appearance, and demeanor.
  • Ability to interact with the project team and get positive results.
  • Outstanding negotiating ability.
  • Construction estimating experience a plus.
  • Support SHIFT’s values and mission.
  • Ability to provide “work arounds” and solve problems.
  • OSHA certification a plus.
  • Risk awareness and keeping the developer’s overall risk to a minimum.
