Minimum Qualifications:

Master's degree and two years of professional planning experience to include park or recreation open space planning; or Bachelor's degree and three years of professional planning experience to include park or recreation open space planning are required. Must possess a Driver license.


Recruitment Notes:                                 

The Miami-Dade County Parks, Recreation and Open Spaces Department is seeking a professional committed to building a vibrant, healthier, more livable community through the implementation of the Department's Parks and Open Space Master Plan.  The PROS Park Planner 3 is responsible for the planning, design, development, implementation and maintenance of the MDPROS's property and asset inventory database. The ideal applicant will demonstrate a collaborative leadership style, creative problem-solving skills, exceptional verbal and written communication skills, possess extensive skills in the use of various forms of social media to coordinate public involvement, and the ability to work with various divisions within the department, as well as various government agencies while effectively managing multiple projects.  The work also involves representing the Department at public outreach, meetings and events, meetings with elected officials, key stakeholders, Governmental Facilities Committee, Plat Committee, Zoning Appeal Board hearings for issues pertaining to open space master plan implementation projects. The ideal applicant will have excellent verbal and writing skills; clearly and effectively explain ideas, policies and procedures; establish and maintain effective working relationships with a wide range of individuals, civic, political and community groups.

Knowledge of principles, methods and practices in park, recreation and business strategic planning is desired; awareness of recent urban and park design, architecture, landscape architecture, and market research and business development trends and their health and sociological impacts as it relates to local and regional park recreation planning, programming, marketing and management is important. Thorough knowledge of working with databases, ArcGIS software, In depth knowledge of use of Formulas and Macros in Microsoft Excel, knowledge and understanding of Census data and Census Geography; knowledge of Smart Growth, Sea Level Rise/Resiliency Planning, Recreation Program Planning and Comprehensive Development Master Plan process as it applies to park and recreation.  Knowledge of best management practices is desired. Working knowledge of GIS and proficient with Microsoft Office Suite products, including Excel, PowerPoint and Project Management is desirable.

Position incumbents will develop market research, strategic plans, studies, provide recommendations, as well as reports for strategic planning and park program development. Conduct research on comparable facilities/programs; author summary reports for departmental needs and provide recommendations for park and recreation planning issues.  Assess public need through stakeholder workshops, public outreach meetings and market surveys.  The ideal applicant will have experience in project management and have the ability to multitask in a fast paced environment, respond quickly to request for information, as well as manage special projects and assignments.
