POSITION TITLE Asset Development Manager (2212) SALARY RANGE: $34.522-59.160 (Q)
DEPARTMENT General Government FLSA/UNION STATUS: Exempt/Nonunion

GENERAL PURPOSE
Manage, develop and transact the city s real and personal property assets portfolio toward achieving the strategic goals and institutional requirements of the city.
SUPERVISION RECEIVED
Works under the general guidance and direction of the Director of the Office of Economic Development.
SUPERVISION EXERCISED
Provides general supervision to assigned staff and/or outside contractors.
ESSENTIAL FUNCTIONS (A position may not include all of the duties listed, nor do the listed examples include all duties that may be found in a position of this class).
Overview: Develops and/or executes a strategy to catalog, evaluate, sell, transfer, lease or otherwise generate revenues and other community benefits from real property owned by the City a/k/a city assets. Specific Functions:
o Catalogs, analyzes and assesses city real estate assets;
o Develops, prioritizes and promotes potential projects that leverage city assets;
o Drafts ordinances, resolutions, confidentiality agreements and, as necessary, changes to state legislation to include with related lobbying to improve value of city assets;
o Creates, evaluates and administers RFPs, RFQs, development proposals and pro formas and projects related thereto, including appraisers, accountants, surveyors, architects, engineers, attorneys, marketing consultants, other real estate consultants as necessary;
o In compliance with laws, ordinances and regulations, negotiates, drafts and executes, sales, trades, leases, public/private partnership agreements, and economic development leases with public and private entities;
o Responds to inquiries regarding City-owned properties;
o Coordinates with City staff resources as required;
o Creates site layouts, master plans and other graphical documents when necessary;
o Attends meetings with government officials, City staff, and private parties as necessary;
o Assesses city policies/ordinances that effect the leveraging of its assets;
o Marketing including drafts press releases and manages a web presence for division;
o Supports City s telecommunications initiatives by leasing or using city assets for broadband and cell services;
o Supervises division staff.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
Bachelors, Master s or Legal degree. Educational focus in real estate development, civil engineering, urban planning, land use, architecture, construction management, or related fields are preferred. Professional licensure preferred.
AND
Ten (10) years of progressively responsible experience in land use planning, land development, real estate development and/or real estate transactions. Experience in both a city, county or state government and in the private sector is required.

Additional Requirements
Must possess a valid driver s license and obtain a City of Santa Fe driving permit within three (3) months of hire.
KNOWLEDGE, SKILLS, AND ABILITIES:
Extensive knowledge of the principles, practices, and political issues of real estate development and land use regulation. Experience with zoning regulations, historic ordinances, overlay districts, public and private financing, adopted building codes, construction permitting and code enforcement. Experience with the analysis, drafting, and approval processes of municipal ordinances, resolutions and state statutes. Knowledge and experience with City of Santa Fe history, culture, politics, geography, land development regulations, development entitlement processes, neighborhood groups and their interests, and governmental structure and requirements is highly desired.
Demonstrated ability to solve problems and resolve conflicts. Ability to analyze financial, physical, and political issues related to real estate development, public/private partnerships, and asset repositioning. Ability to martial resources to analyze issues thoroughly and accurately for recommendation of courses of action to policy makers and deciding bodies. Demonstrated ability to communicate clearly and concisely both orally and in writing. Demonstrated skills in public speaking and in making presentations before governmental bodies and community organizations. Ability to establish and maintain cooperative working relationships with other city departments, elected city and county officials, committee members, community groups and the general public. Ability to prepare and administer the annual budget, inclusive of forecasting of funds needed for staffing, equipment, materials and supplies.
WORK ENVIRONMENT:
Work is performed in an office setting and in the field with frequent evening and weekend hours and intermittent travel required.
