Deputy Commissioner, Office of Policy and Strategy

The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling Mayor de Blasio’s Housing New York Plan which was recently expanded and accelerated through Housing New York 2.0 to complete the initial goal of 200,000 homes two years ahead of schedule by 2022, and achieve an additional 100,000 homes over the following four years, for a total of 300,000 homes by 2026.

The Office of Policy and Strategy, in close collaboration with the Commissioner’s Office, works across all program areas within HPD’s organizational structure to support and strengthen the work of the agency holistically. The Office’s high-performing divisions use their wide-angle view of the agency to conduct activities with both broad-reaching and tightly-focused impact.

As the Deputy Commissioner of Policy and Strategy, you will report directly to the HPD Commissioner and serve as a critical member of the agency’s senior management team. You will be responsible for leading the development of strategies to advance HPD’s housing policy objectives and overseeing initiatives to help achieve agency goals and improve operations. With a longer-term strategic focus, you will lead the Office of Policy and Strategy in creating, refining, and promoting HPD and City housing strategies and policies using all analytical tools available across the agency; conducting targeted data and policy analyses; and designing and streamlining operational practices. You will interface with and convene key external stakeholders on a wide range of strategic and policy issues.

You will oversee two divisions:
• Division of Policy & Research: Division of Policy & Research serves as a thought leader on complex issues involving Fair Housing laws, federal housing policies and funding, zoning, marketing, tenant harassment, and market analyses. The Division also leads HPD’s engagement with housing leaders locally and nationally and ensures HPD continually advocates for fair and progressive laws and policies. Within the Division, the Research and Evaluation team is responsible for the design and execution of data collection and statistical analyses in support of HPD’s programming and policy agenda, as well as various analyses of New York City’s population and housing stock.

• Division of Strategic Operations & Analytics: The Division of Strategic Operations & Analytics (SOA) works to increase HPD’s impact by analyzing and improving operations agency-wide. SOA efforts are designed to serve the needs of senior management and to support staff at all levels through strategicl planning initiatives, directing the implementation of data-driven processes and conducting perforamce management and reporting. SOA is comprised of two business units: Strategic Planning, and Management Review & Internal Compliance (MRIC). The latter, MRIC, oversees the twin responsibilities of audit coordination and agency compliance.

Your key responsibilities will include:
• Overseeing major housing-related research, which may include large-scale data collection, processing, and analysis. Integrating cutting-edge research and analytics into strategy and policy formation.
• Working with the Commissioner and senior staff in identifying key areas of opportunity or need across the agency and City for innovation and improvement to help meet the goals of the Housing New York Plan.
• Working closely with colleagues in HPD’s other Offices and other areas to ensure the coordination and operational integration of strategies and agency policies.
• Ensuring frequent and open flow of communication of agency policy priorities and expectations to HPD leadership, staff and external partners.

Preferred Skills:
• Minimum 10 years of professional experience is required in urban planning, public policy, real estate development, research, or a related field.
• Master’s Degree is required in one or more of the following: Urban Planning, Urban Design/Architecture, Public Policy, Public Administration, or a related field.
• Specific experience in housing policy, law or regulation.
• High level of intellect, creative thinker, problem solver, and motivated team player.
• Superior written and oral communications skills, as well as excellent analytical, organizational, and quantitative skills.
• Strong people and project management skills, including experience managing large teams or teams with indirect reporting relationships.

Salary range for this position is: $180,000 - $201,121
